17. The development of the Force, following the training given over five years, will be along those lines and requirements to secure that development are -

(a) One sea-going ship, (steel hull) fitted with Mark III

Mineswooping gear and W/T, armed -ith a 6 pår. Gun and with accommodation for ten officers and forty ratings. (The need for a sea-going ship has beon stressed in my

Annual Reports of 1936/7 and 1937/3.)

b) Two small craft e.g. eight ton yachts, fitted with Auxiliary

Engine, for routine "local knowledge exorcises'. They would also exercise the Force's ship when practising night patrol exorcises (ship defending and yachts attacking).

(c) Depending on answers to paragraph 12 (a), (b) and (c) -

Headquarters - a ship

or

Headquarters on the water-front, with lecture rooms,

Tardroom, office and with parade ground adjacent;

oquipped with gear for training of personnel in scamanship; furnished with war-time accommodation for officers and ratings and with peace-time accommodation for European Warrant Officer Instructor and shall maintenance Staff.
